New Changes in NYS Laws Related to EMS

Per Director on NYS DOH Bureau of EMS & Trauma, Lee Burns, the amendments to 10 NYCRR Part 800 took effect July 20, 2016.  Specifically, the new sections – 800.5 (controlled substances requirement for ALS agencies) and 800.12 (updated reciprocity requirements).  Also of note is that Part 80.136.e (2) as it related to Controlled Substance Agents has been amended to have the same wording about criminal convictions as Part 800.

The EMS page on the Department of Health website has been updated.  Also the table of contents has live links so that if a section or subsection is clicked on, it will take you directly to that section.

Also of note, 

Governor Cuomo signed legislation on 7/21/16 expanding New York State's "Move-Over" Law to volunteer firefighters and ambulance workers. 

The measure (S.7938/A.8702-A) requires drivers to slow down and move over a lane when approaching a vehicle with flashing blue or green lights that are operated by volunteer firefighters or ambulance workers involved in a roadside emergency.

MLREMS New Patient Handoff Report

The Monroe-Livingston Region is pleased to release a new educational program on “Effective Patient Handoffs”. This new initiative and change in culture engages the region’s EMS providers and regional emergency department physician and nursing colleagues. With support from the region’s emergency department directors, it provides a common structure to communicate patient care information from EMS to hospital providers. 2016 STEP Conference

The 2016 STEP Conference was a wonderful success with over 140 attendees and over 25 excellent speakers during the 2 day conference and a preconference.  STEP would like to thank everyone who participated and will announce the dates for the 2017 conference shortly.

    

Training for new NYS DOH CLI & CIC exams

As the Bureau of EMS is moving to a new process for certifying and recertifying EMS instructors, they are developing information to assist instructors to prepare for the new exam, which is based on educational principles rather than EMS content.  

NYS DOH Bureau of EMS has provided a 20 minute video that will update instructors on the new CLI and CIC exams.

The video is located in a moodle site at: training.vitalsignsconference.com

The video can be found under "Courses", "Instructors", and then "New Instructor Exams".

Many instructors have also found it useful to go through the BEMS CIC Addendum Course found in the Instructor section of the site.  The course is split up in to several modules and is used for all new CICs as well.

Each year at the STEP Conference the following awards may be presented based on nominations from the first response agencies in the community.  Nominations for any of the awards should be  mailed by March 1st. Chloe Alexson Scholarship

The Dr. Chloe Alexson Scholarship Award is intended to award an outstanding emergency service person a full conference registration to attend the STEP Annual EMS Conference in the year nominated.  Nominations can be made by the leadership of any emergency service agency on agency letterhead and should include supporting information based on any of the following criteria:

  • Leadership in the nominating organization
  • A significant contribution to the organization or the public health/safety community in general
  • Exemplary performance during the first year of service by a new member         

STEP looks forward to honoring the Dr Alexson, a valued long time member of STEP who died in 2014, by presenting this scholarship to a deserving recipient.

Joanna Award

The Joanna Award was established to honor an exemplary example of teamwork at an incident or in the care of a patient, where a tragic outcome was diverted because of the interaction of involved entities.  It was established by a STEP member whose family members were involved in a terrible crash which took the efforts of several agencies to save their lives.  Past awards have paid tribute to excellent interactions between EMS, fire agencies, law enforcement, community groups and citizens. A nomination for this award can be made by anyone in the health/public safety community by submitting a letter with the supporting information as noted above.

Lloyd Levy Award

Dr. Lloyd Leve, a Orthopedic surgeon, for many years was Vice President of STEP and a member of the Education Committee of MLREMSC in the early days of both of those groups. This award was established many years ago and is given for outstanding service to the EMS Community over the length of the nominee’s career.  A nomination for this award can be made by anyone in the health/public safety community by submitting a letter with the supporting information as noted above.
